When we hear UP we think about Uttar Pradesh:- the state
with highest number of Lok Sabha constituencies, Rai Barelli from where our
Sonia Gandhi contested, moreover Varanasi , the lucky constituency of our Prime
Minister Mr Narendra Modi. But in post offices UP does not mean all this, UP
means Un Posted Items.
When the postal assistant is not clear about an account
number or amount in the list of transactions (LOT) , that officer can keep that
particular transaction as un posted item until the clarification is made regarding
the required details. When one transaction is kept as un-posted item, it will
not appear in the List of transaction (LOT) on that particular Day. Savings
bank branch as well as SBCO has the provision of un-posted item which is to be
cleared later.
Earlier Department of Post passed circular, transactions
of Mukhya dhak Ghar (MDGs) need not be taken care by SBCO and SB branch. All of
a sudden posting of MDG was stopped at head office and SBCO. After few years
the circular was reverted, that means the MDG posting has to be done in head
offices. So the head offices which stopped doing the posting fell in trouble.
How is it practically possible to enter the transactions of so many years? Somehow
adequate people were appointed to tally the transactions in head office and
MDG.
Now the
intelligent people who were working in SBCO found an easy way in entering the
data. Suppose the office code of the MDG is 19, they created an account number
19 and made transactions on a particular day as single entry. I will explain;
Account number
203040 made a deposit of Rs 500
203041 deposited
Rs 300
203042 withdrew Rs 1000
In SBCO they make
the deposit of total 800 in account 19 and withdrawal Rs 1000 in 19. Since the
withdrawal is more than deposit 19 will have a minus Rs200 (-Rs200). This method is repeated for more than five
years. Now the account number 19 has a balance of minus 24lakhs. Three years
back corrections have been incorporated but the closed accounts are still live,
live accounts have balance difference. How the correction was incorporated? A particular
year, they created an account and gave opening balance and started transaction.
In order to close the appropriate accounts, SBCO staff at present has to sit
with the LOTs of ten years back and take the necessary corrections. I swear it
is not an easy task mainly because only system LOTs are available, manual LOTs
are destroyed as part of the expiry of preservation period.
Another brilliance shown by SBCO officer at that time was
to create an account in UP binder with 11lak and the reason written is the
interest to be posted in all accounts are included in it. Though the account
began with 11 lakhs, year after year it became 6lakhs. Now as part of core
banking implementation in post offices there is pressure from every top officer
to clear the 6lakhs UP. When we contacted the person who created this UP, the
answer was press the key F7 in keyboard. In our software F7 is pressed to
delete an entry. His answer simply means delete 6laks. What reason should we
keep? That person gave another comment also; it is to be quoted as relevant “as
long as SBCO work in post offices UP will be there”. For that man figures in
SBCO is a game of mathematics. Anything you enter or deleted, there is nothing
wrong only keep writing in the statistical extract.
UP is not to be kept for long. To keep as UP either you
should have a relevant date or amount or account number. Without anything you
are not suppose to create it. Accounts officer keep insisting us to clear the
UP but there is no answer for our question how?
The story of this 6lak UP is the main theme, there are other stories
with minus amount in UP but those are expected to be cleared soon.
